Most Denver-metro cities require a roof permit and leave the technical details to the adopted building code. Golden goes further and spells out what it expects on a residential roof in plain language. For homeowners, that's useful: you can hand the list to every roofer who bids and see who already builds to it.
Golden's roofing checklist
Golden's building permit page lists these requirements for roofing:
Ice barrier on every re-roof. Golden requires an approved ice barrier for all new and re-roofing applications. It must extend from the lowest edge to a point no less than 24 inches inside the exterior wall line of the building, per the 2024 IRC section the city cites. On a house with deep eaves, that can mean several courses of ice-and-water membrane, not a single strip.
Drip edge at eaves and rakes. Drip edges are required for all new and re-roofing applications, at both the eaves and the rake edges. Some roofers skip the rakes. In Golden, that's a failed inspection.
Design loads. The city lists a minimum roof snow load of 30 pounds per square foot and a basic wind speed of 150 mph ultimate (116 mph allowable stress design), 3-second gust, Exposure C. Those numbers matter when decking or framing is replaced, and they're why fastening patterns and underlayment attachment deserve attention on Golden's windier lots.
Fire ratings. Wood shakes and shingles need at least a Class A rating. Other roofing materials need at least Class C.
Flashing and ventilation. Damaged or rusted metal flashing must be replaced, and roof and attic ventilation must meet code and the manufacturer's guidelines.
HOA first. Golden recommends consulting your HOA before applying for a roof permit, since many associations regulate roof materials and colors.
The mid-roof inspection
Golden requires an inspection partway through the job, when the underlayment, ice barrier and flashing are visible. The city's guidance on missing it is blunt: if a mid-roof inspection is missed, two squares of roofing must be removed for inspection. That means tearing off and replacing new roofing, and the city also notes that missed inspections may result in reinspection fees.
Ask every bidder how they schedule the mid-roof inspection, and put it in the contract that the roofer is responsible for calling it in and for any rework if it's missed.
How it compares with Denver
Next door in Denver, a roof permit is always applied for separately from the general construction permit, and repairs over 10% of the roof area or two squares need one. But Denver's quick-permit page doesn't lay out an ice barrier, drip edge and mid-roof inspection list the way Golden's does. Roofers who work mostly in Denver or the plains suburbs may not build every roof to Golden's checklist by default, which is another reason to ask.
Licensing and costs specific to Golden
Golden licenses contractors by trade, and every licensed contractor on a job must be identified on the permit before it's issued. A roofer licensed in Denver or Lakewood still needs a Golden license. Golden also applies a building use tax to projects that require a permit, with a prepayment collected with the permit fee. Expect it to show up in your roofing bid.
Hail claims in Golden
Golden gets its share of Front Range hail. The same Colorado rules apply here as everywhere else: a roofer can't pay, waive or rebate your insurance deductible. When you review the insurer's estimate, check that it includes Golden's required items: ice barrier to 24 inches inside the wall line, drip edge on eaves and rakes, and replacement of damaged flashing. Code-required items are often handled under the policy's code-upgrade provisions, so ask your adjuster.
